Regulations regarding the protection of bees can be found in the California Code of Regulations, Protection of Bees.

BeeWhere California is a collaborative initiative in California that uses technology to improve communication between beekeepers, growers, pesticide applicators, and licensed pest control advisors (PCAs). The program's goal is to protect pollinators by registering beekeepers, farmers, and pesticide applicators through a GIS mapping system. BeeWhere also aims to inform these groups about laws that protect bees from accidental pesticide spraying.

  • Napa Co. Ag Dept presented the BeeWhere program to NCBA in June 2025; their presentation can be found here:  BeeKeepers_CAC_talk.pdf

  • For additional information or questions, please contact your local Ag Commissioner’s Office.  If you’re keeping bees in Napa County, please contact the Napa County Ag Commissioner at (707) 253-4357 or Agcommissioner@countyofnapa.org

Emergency Agriculture Pass:  If you are a registered commercial beekeeper and your hive is in an area that could be evacuated because of a natural disaster (i,e., wildfire, flood, earthquake), you can apply for an ‘Emergency Agriculture Pass’ that will allow you access to the site of your hive(s) once the area is deemed safe, but not reopened to the public at large.  To qualify for this pass you need to register and apply for an Ag Pass  before the event occurs: Emergency Ag Pass Program | Napa County.
